Sonus Solutions Designed to Help Network Operators Stay Current with Emerging E911, CALEA, and other Safety Initiatives

CHELMSFORD, Mass., November 1, 2006 - Sonus Networks, Inc. (Nasdaq: SONS), a leading supplier of service provider Voice over IP (VoIP) infrastructure solutions, announced today that in response to the recently formed Public Safety and Homeland Security (“PSHS”) Bureau, a division of the Federal Communications Commission, the Company is helping network operators comply with the rapidly evolving emergency communications landscape through its industry-leading and field-proven next generation voice infrastructure.

In a prepared statement issued on September 26, 2006 (http://www.fcc.gov/pshs/), the Bureau reported, “The events of September 11, 2001 and last year's hurricane season underscored America's dependence on an effective national telecommunications infrastructure. The new bureau will build on the Commission's longstanding commitment to meet the needs of public safety by promoting robust, reliable and resilient communications services in times of emergency.”

Through the development of sophisticated, standards-based IP Multimedia Subsystem (IMS)-ready solutions and partnerships with leading industry innovators, Sonus Networks provides network operators with a wide range of solutions necessary to stay current with emerging policies around Enhanced 911, operability and interoperability for public safety communications, communications infrastructure protection, network security and reliability.

“IP-based voice is no longer an emerging technology. It is penetrating the market at a significant pace, and as such, needs to live up to stringent standards that help ensure public safety,” said Teresa Mastrangelo, Principal Analyst with Broadbandtrends.com. “By employing a distributed, standards-based approach, Sonus Networks' solutions enable carriers to not only address today's concerns, but also provide a platform that is robust and flexible enough to stay current with the evolving landscape.”

In May 2005, Sonus announced that to enable the delivery of E-911 services, Sonus' GSX9000™ Open Services Switch and the Insignus™ Softswitch support the Centralized Automatic Message Accounting (CAMA) signaling standard, as well as ISDN and SS7. The support of this signaling standard allows service providers to interconnect with Public Safety Answering Points (PSAPs) around the country. The ability to reach these facilities in the event of an emergency is critical for dispatching emergency response services, or transferring or relaying 911 calls to other public safety agencies.

Sonus is also pioneering the next generation of IMS-ready applications, both natively on its IMX multimedia application platform and through partnerships with members of Sonus' Open Services Partner Alliance (OSPA), an industry organization designed to test the interoperability of leading Session Initiation Protocol (SIP)-based products and services with Sonus' IMS-ready architecture. As a result, network operators can quickly build and deploy a wide variety of new applications, including warning and alert applications such as “Call Blast”, a call feature that allows non-commercial organizations to contact communities of interest. This type of application can be used in a variety of ways, such as in emergency situations to create a “reverse 911” capacity or to notify impacted areas of upcoming weather alerts.

In addition, because Sonus has pioneered the development of IP-based voice network and leads the market both in terms of market share and the number of minutes carried on its networks, Sonus' solutions, which are designed for 99.999% network availability, have been field-proven in some of the world's most advanced networks. Sonus solutions are tailored to meet the specific needs and demands of a wide variety of network operators, including traditional telecommunications providers, wireless carriers, information service providers (ISPs), and facilities-based cable companies.

“Communications services play an invaluable role in the every day life of consumers, and in emergency situations in particular, having access to reliable voice network is critical,” said Hassan Ahmed, chairman and CEO, Sonus Networks. “As a customer-centric organization, Sonus is deeply committed to helping network operators that have deployed Sonus solutions stay current with emerging policies and regulations that impact public safety.”
